If the government optimizes its goal to avoid spending that looks bad in area X, it will miss many valuable opportunities, while those projects that actually waste more but look decent will continue to exist.
For small-scale public funds, you should adopt a venture capital (VC) style approach, accepting a large number of possible mistakes because its goal is to ensure catching those opportunities that can bring 1,000 times return. The cautious energy should be focused on large-scale affairs."
